Politeknik Statistika STIS Hosts “Capacity Building for the Establishment of a Professional Certification Institute” on Tuesday (3/8), Politeknik Statistika STIS held a Capacity Building event focused on the establishment of a Professional Certification Institute (LSP) within its institution. The session featured a presentation by Dra. Henny S. Widyaningsih, M.Si, Commissioner for Data and Information at the National Professional Certification Agency (BNSP), titled "Competency Certification as a Quality Assurance of Competency."

In her presentation, the speaker emphasized that the primary goal of certification is to validate a person’s competence acquired through education, training, or work experience. She further explained that in the era of the Fourth Industrial Revolution, every individual is expected to be both competent and certified. Certification, she stressed, is not just a formality—it is a legal document that serves as legitimate recognition of one’s professional capabilities, issued by an authorized body, and based on established competency standards.

Referring to Government Regulation No. 32 of 2006 on Sislatkernas, she explained that a competency-based human resources system rests on three pillars:

  1. Competency Standards (including SKKNI, SKKK, and SKKI),
  2. Accredited training or educational institutions, and
  3. Professional Certification Institutes (LSPs) licensed by BNSP.

These competency standards include:

  • SKKNI (Indonesian National Work Competency Standards), which outline the capabilities individuals must have, including knowledge, skills, and work attitudes, aligned with legal regulations;
  • SKKK, developed by specific standardization authorities for formal use within specific communities or domains; and
  • SKKI, international standards developed by recognized international standardization organizations.

BNSP’s competency certificates are part of a new paradigm in workforce development initiated in the early 2000s, marked by a Joint Decree of Three Ministers (Manpower, Education, and Industry) along with the Chairman of the Indonesian Chamber of Commerce and Industry (KADIN).

She also outlined BNSP’s duties and functions as mandated by Government Regulation No. 10 of 2019, which include:

  • Implementing and developing a national system of competency certification,
  • Developing systems for vocational training and certification,
  • Supervising and guiding the national certification process,
  • Promoting recognition of both national and international certifications,
  • Establishing cooperative frameworks with national and international certification bodies, and
  • Developing an integrated data and information system for competency certification.

Following this, Dr. Wahyu Wibowo, S.Si., M.Si, from the Certification Task Force (BPS-ISI-FORSTAT collaboration), shared experiences from the Department of Business Statistics, Vocational Faculty, Institut Teknologi Sepuluh Nopember (ITS) Surabaya. He detailed the certification processes undertaken by the department, beginning with the participation of several lecturers in a six-day training for the development of competency test materials, organized by the Forum Pendidikan Tinggi Vokasi Indonesia (FPTVI). This was followed by competency assessor training for selected lecturers.

This event marked a significant milestone in STIS’s commitment to building a recognized and credible certification institution, reinforcing its role in producing competent, certified professionals ready to meet national and international demands.
