Polstat STIS's Contribution to Digital-Based Data Collection Technology to Support Indonesia's One Data Livestock System

The Central Statistics Agency (BPS), through the Directorate of Livestock, Fisheries, and Forestry Statistics (SP2K), and the Ministry of Agriculture, through the Directorate General of Livestock and Animal Health (PKH), have agreed to produce a single livestock database that will serve as a reference for government policymaking. This was conveyed by the Director General of PKH, I Ketut Diarmita, and the Deputy for Production Statistics at BPS, M. Habibullah, at the Socialization of Policies and Technical Guidelines for the Collection, Processing, and Presentation of Basic Livestock and Animal Health Data in Depok on December 3, 2019.
To date, the Ministry of Agriculture and BPS have each conducted data collection with different frequencies and methods, resulting in inconsistencies and debate. Therefore, this synergistic initiative between the Ministry of Agriculture and BPS will produce a single data reference, the collection and processing of which will be compiled and supervised jointly by both parties, following official statistics principles. This synergy is an initial step towards realizing One Data Indonesia, as mandated by Presidential Regulation Number 39 of 2019 concerning One Data Indonesia.
In this synergy, Polstat STIS is participating in improving data quality through the application of cutting-edge technology by developing digital-based data collection software, the main component of which is Computer-Assisted Personal Interviewing (CAPI), known as CAPI-STIS, and its supporting systems. CAPI-STIS is a data collection application system utilizing smartphones. It was developed by Polstat STIS and continuously refined through various data collection activities, both in the form of student Field Work Practices (PKL) and data collection activities by BPS (BPS) and other ministries/government agencies. CAPI-STIS is specifically designed for use in official statistics data collection.
At the end of 2019, the Ministry of Agriculture, BPS, and Polstat STIS have completed the technology-based Technical Instructions (Juknis) for the Collection, Processing, and Presentation of Basic Livestock and Animal Health Data (PESAT-PKH) which will serve as a reference in the implementation of further livestock data collection.
