2022 National Official Statistics Seminar: Addressing Data Needs in the New Era of Official Statistics

Politeknik Statistika STIS successfully held the 2022 National Seminar on Official Statistics on Saturday, September 17, 2022. This annual seminar has been held five times as part of the celebration of National Statistics Day (HSN) and the 64th Anniversary of AIS/STIS/Politeknik Statistika STIS.
The 2022 National Seminar on Official Statistics carried the theme "The New Era of Official Statistics: Implementing Big Data, Small Area Estimation, and Geospatial in Supporting the SDGs." This topic is highly relevant for the statistical community in supporting the achievement of the Sustainable Development Goals (SDGs). The seminar featured experts in each area, namely Dr. Raden Bagus Fajriya Hakim, S.Si, M.Si; Gantjang Amannullah, M.A; Dr. Azka Ubaidillah, S.ST., M.Si; and Prof. Dr. Ir. H. Musa Hubeis, MS, Dipl. Ing. DEA.
On the same day, Politeknik Statistika STIS also held an exhibition showcasing research results from the PPPM Study Unit and student field practice (PKL) of the 61st cohort. With a theme aligned with the seminar, the exhibition presented research findings in infographic format. It was held at the main lobby of Politeknik Statistika STIS.
Highlighted titles included Small Area Estimation with Application to Households with Energy-Saving Lamps Estimates in Java Island, Indonesia; Mapping Forest and Land Fires Using Deep Learning on Remote Sensing Data (Case Study: Rokan Hilir Regency, Riau Province); and Towards Granular Poverty Map: Deep Learning Based Multi-source Geospatial Big Data Approach. Results from the field practice contributing to innovations in the 2023 Agricultural Census were also displayed. This illustrates that not only professionals but also students can contribute to the advancement of Official Statistics in this new era.
The seminar aimed to generate innovative, adaptive, and solution-oriented ideas related to issues, strategies, and methods that utilize Official Statistics. Participants came from various institutions, academics, experts, observers, bureaucrats, and practitioners. The hybrid-format event attracted over 1,000 participants, both onsite at the Politeknik Statistika STIS Auditorium and virtually via Zoom and YouTube. Attendees included lecturers and education staff of Politeknik Statistika STIS, paper presenters and reviewers, moderators and speakers, as well as several students.
The event officially began at 08.30 AM WIB, hosted by MCs Billy Aufa Alfarisy and Amadea Putri Deffare Sembiring. It continued with a prayer, followed by the singing of the national anthem “Indonesia Raya” and the Statistics March. The first speech was delivered by Rani Nooraeni, S.S.T., M.Stat., as Chair of the 2022 National Seminar on Official Statistics, where she reported on the seminar’s implementation, expressed gratitude to the committee, and appreciated the enthusiasm of the participants. The seminar was then officially opened by Prof. Setia Pramana, Ph.D.
Dr. Eng. Imam Machdi, M.T., Deputy for Statistical Methodology and Information at BPS, delivered the keynote speech on behalf of the Head of Statistics Indonesia (BPS). Opening with a rhyme, Dr. Imam emphasized the vital role of data in national development. Data, especially statistical data produced by BPS, is considered “the new oil”—a valuable asset for the nation. He stressed that all government policies must be data-driven. He highlighted that according to a November 2021 Bappenas assessment, data maturity levels remain below 50%, making the presence of big data both a solution and a challenge. To address this, Dr. Imam outlined three national statistical transformation strategies: revising the Statistics Law, strengthening statistical institutions, and modernizing statistical production. He also touched on the importance of the Social and Economic Registration (Regsosek) and emphasized the need for multi-level collaboration. The keynote ended with a rhyme summarizing the goals of Regsosek.
The panel discussion followed, moderated by Dr. Windhiarso Ponco Adi P., S.Si., M.Eng, Director of Price Statistics at BPS. The first speaker, Dr. Raden Bagus Fajriya Hakim, presented "The Role of Machine Learning and Big Data in Official Statistics." The second speaker, Gantjang Amannullah, M.A., delivered a presentation titled "Challenges in Official Statistics for Supporting SDGs Indicators at the Small Area Level." Dr. Azka Ubaidillah continued with "The Application of Small Area Estimation (SAE) for SDGs Indicators in Indonesia." The session concluded with Prof. Dr. Ir. H. Musa Hubeis, MS, Dipl. Ing. DEA, who discussed "The Role of Official Statistics in Addressing National Strategic Issues," focusing on data misuse and strategic planning.
After the panel presentations, a Q&A session was held, featuring five questions—four from on-site participants and one from a Zoom attendee. The panel discussion closed with the presentation of plaques and souvenirs.
Parallel sessions began at 1:00 PM WIB, conducted both offline and online via Zoom. In total, 162 papers were presented during this session. The parallel seminar concluded at 4:00 PM WIB, marking the end of the 2022 National Seminar on Official Statistics.
